He asked for the power to create national monuments.<\/p>\n<p>\u00e2\u20ac\u0153The first was Devil\u00e2\u20ac\u2122s Tower in Wyoming,\u00e2\u20ac\u009d says Terry Nichols, a Park Service ranger at Aztec Ruins National Monument, in Aztec, N.M. <strong class=\"highlight\">\u00e2\u20ac\u0153The second was El Morro, in New Mexico.
